Proposed changes

This is a complete rewrite of the Pulumi Deployments main page. The previous version was rather engineering focused and this rewrite is intended to do the following:

  1. Describe more plainly, directly, and accurately what the product actually does. Essentially, it's CI/CD in a box.
  2. Make the content more customer-focused: what business problems does Deployments solve?

@cleverguy25 I believe Deployments is in your purview as a part of shared services, so adding you as reviewer. This isn't a perfect revision, but it should be a clear improvement over what we have today. I'm particularly interested in you making sure the description of features is complete and accurate.
