Move the developer docs into the manual as suggested here: #19131 (comment)
For the most part this is just a wholesale move of
docs/devinto the book with the following minor additions/questions:mdbook-tocconfig removed in a previous PR (by me), I've added some table of contents to a few pages to make them easier to navigate. The ci.yml that builds the site appears to still include the plugin so everything should work correctly.
