Description

Adds a message stating there's no shopping list items and a button below to navigate to the manage-list page to start adding items

• The list view, when there are no items to display, should show a prompt (e.g., a button) for the user to add their first item

Testing Steps / QA Criteria

• Do a git checkout jo-mm-welcome-prompt and git pull
• Open the homepage by running npm start.
• Navigate to List and if there's no shopping list items there you will find a button that says Start adding items! that will navigate to the manage-list page to start adding shopping items
