feat: add dedicated_database job

Adds the dedicated database job, the actual usage will require a little work because we are no longer planning on using turso, but this will allow us to move to riveboat for jobs in the core repo and have a placeholder for when we want to use this in the future.

For this to be complete we'd want:

1. a mock dbx client to use for development mode / not have the dbx server running always
2. fix the local provider to work without groups/possibly rework the groups (location) setup in dbx
