This release contains the round-4 NIST submission (882ad43).

Upgrading from previous versions to mceliece-nist 4.x (and thus to the round-4 NIST submission) is a breaking change. Most notably, ciphertexts are now 32 bytes smaller than before. Ciphertexts are thus incompatible with round-3 implementations.
