This PR adds badgeholders as a separate entity from citizens.
Badgeholders is a superset of citizens that also includes guest voters for a particular retro funding voting round.
This PR updates the SIWE authenitication logic and pulls
isBadgeholderandvotingCategoryfrom the DB
