Download DRTelemetry from the releases tab

Edit your
C:\Users\USER\Documents\My Games\DiRT Rally\hardwaresettings\hardware_settings_config.xml

http://localhost:8080
You can change the ports on which DRTelemetry is listening for connections. This helps in scenarios where you either want to show the UI on a different computer or run DRTelemetry on a different computer than DiRT Rally.
Run DRTelemetry from a terminal and add the following parameters.

udp | Host for telemetry data sent from DiRT Rally | localhost:10001 |
Example
drtelemetry.exe --http 0.0.0.0:8080
You can replace the stylesheet with your own. Just add a css file to the directory from where you start DRTelemetry and add a parameter to the browser URL.
$ custom.css

Note: DRTelemetry will serve all files in its current directory under the path /custom/<filename>
.
