add sugar, agents and kompass to rosdistro

Please add automatika_robotics packages to be indexed in the rosdistro

Package names:

This request is to add three packages with the following names:

• sugar
• agents
• kompass

Package Upstream Source:

Purpose of using this:

• sugar : a meta-framework that provides a whole lot of syntactic sugar for creating event-driven multinode systems in ROS2, using an intuitive Python API
• agents: a fully-loaded framework for creating interactive embodied agents that can understand, remember, and act upon contextual information from their environment
• kompass: a framework for building robust event-driven navigation stacks using an intuitive Python API

• All packages have a declared license in the package.xml
• This repository has a LICENSE file
• This package is expected to build on the submitted rosdistro

Could you open separate PRs for agents, kompass sugar respectively?
also note that Iron is going to be marked end-of-life next week so it's unlikely that we'll be able to get these packages released into Iron.
