1817WO is a 'very short' variant of 1817 as such it shares most of the same rules as 1817 The map is very small; it is 5 hexes tall at its highest, and only 12 hexes wide. The differences beyond the map are:
- The Pittsburgh Tile private is laid in New Pittsburgh
- Less seed money for the IPO
- Seed money is $100 instead of the $200 in base 1817
- Fewer privates
- (Mail Contract, Minor Mail Contract, Major Coal Mine, and Union Bridge Company are removed)
- Fewer corporations
- (Down to 12 from 20)
- Coal is placed on oceans (15 terrain cost water hexes) instead of mountains
- Coal may not be placed on C8
- The NY green tile may be laid in two different ways
- The new connections in green may point upwards or downwards
- Fewer trains

The city Nieuw Zeeland may not have any tiles laid on it. Players may select Nieuw Zeeland as an IPO starting in phase 3. Must choose 5 share or higher IPO. A company winning the bid places a token in Nieuw Zeeland. After concluding paying for additional token(s), a 2nd token from the company is immediately placed anywhere on the map that has a free city, if there are any. A company owning a token in Nieuw Zeeland earns +$20 from the bank per OR if it has no loans, or one interest payment for one loan is ignored per OR.
