Common Rule Interpretations
These are rule interpretations that apply to multiple titles without a clear answer

If a player has setup Erie/NBDS and declined to lay a tile, and then another player lays that tile who decides which city to put the token on?
We decided that the player laying the tile is the one who chooses which city the token should go onto. Suitcasing a company should come with risks... one of those is not starting where you anticipate.
In many 1830-style games, if all players pass before all the private companies have sold, an operating round occurs and then a "second stock round" commences. (interpretation). Thus, the restriction on selling shares in the first stock round is relieved when the eventual first "normal" stock round occurs. 18xx.games follows this interpretation.
A notable exception is that 18Chesapeake rules separate the "Private Company Auction" from the first stock round. The 18xx.games implementation follows the 1830-style interpretation for this rule.
